THE FINANCIAL CRIMES INVESTIGATION BOARD (MASAK) PUBLISHED A GENERAL COMMUNIQUE ON "REMOTE IDENTIFICATION"

The general communiqué issued by MASAK was published in the Official Gazette on April 30, 2021. With this Communiqué, for the implementation of the Law on Prevention of Laundering Proceeds of Crime; Regulations have been made regarding remote identification methods to be used for customer identity verification.

In the relevant legislation, it has been stipulated that remote identification methods can be used for the purpose of verifying the customer identity, if contracts are allowed to be established with methods that allow the identity of the obliged parties (regulated in the Regulation on Measures to Prevent Money Laundering and Terrorist Financing), to be verified without confrontation with their customers. According to the Communiqué, in case of remote identification, the information required for face-to-face identification will be obtained. However, a signature sample is not required. In the continuation of the continuous business relationship established by remote identification, if the transaction is carried out face to face with the person, a signature sample will be taken.

This Communiqué will enter into force as of May 1, 2021.
