Published by the Ministry of Trade in the Official Gazette on July 1, 2025, the Import Quota and Tariff Quota Administration Communiqué (Communiqué No: 2025/6) regulates the allocation, application procedures, and usage principles of tariff quotas applicable to certain industrial products.
Purpose of the Communiqué
The purpose of the Communiqué is to ensure the fair and transparent allocation of tariff quotas opened for specified industrial products as determined by the Presidential Decree No. 10020 dated June 30, 2025. The Communiqué states that applications must be submitted via the Ministry's online portal with an electronic signature, a separate application is required for each product, and an additional 5 business days will be granted for missing documents.
Allocation Method
Tariff quota allocations will be carried out using the demand collection method. If demand is insufficient, the "first come, first served" method will be applied. In the case of excess demand, criteria such as production capacity, import volumes, and past usage performance will be taken into account. Furthermore, the tariff quota granted under a single import license cannot exceed 10% of the total remaining quantity.
Validity and Changes to Import Licenses
Import licenses will be valid until February 15, 2026, and cannot be transferred. Requests for changes on licenses will be evaluated by the Ministry; however, requests for quantity increases will not be accepted. The Communiqué grants the Ministry the authority to verify the accuracy of declarations and to request additional information and documents.
