Football Federation (TFF) that  founded on the 23th April 1923, and headquartered in Ankara Turkey, which currently holds the sport of football at the national level and is the only organization that regulates issues related to Turkey football is authorized to represent the national and international levels.

TFF Turkey can organize official competitions of the kind it wants within the limits.

TFF, which has been a member of FIFA since its establishment and UEFA since 1962,

To organize all football activities in Turkey and supervise,

To provide the development of football and its spread throughout the country,

to ensure the implementation of the rules set by UEFA and FIFA, in accordance with arrangements on this issue within the country and abroad, to represent Turkey in football-related topics,

To make plans, programs, arrangements and agreements regarding domestic and international football activities and to take the necessary measures to achieve successful results,

 To organize and regulate leagues at all levels in the country and to take all necessary measures to ensure the acceptance and participation of their national teams and club teams in international tournaments,

To ensure members, clubs, players, referees, administrators, and coaches, medical staff, player representatives, and all other concerned parties comply with the decision of the competition organizers of FIFA, UEFA and the Turkish Football Federation status, orders, and decision of the competent organ and also the football authorities,

To fight against violence, match-fixing, incentive bonus, racism, doping and all kinds of discrimination,

To carry out football activities, to ensure the development and spread of football throughout the country, to make and implement all kinds of regulations, decisions in the light of educational, connective, cultural and human values and especially through youth and development programs;

i) To ensure implementation national and international rules and ensure the implementation of any instructions and to represent Turkey abroad on issues related to football,

To act according to the principles of loyalty, honesty and sportsmanship in accordance with the Fair Play rules and the Code of Ethics of FIFA and UEFA,

To comply with the Football Game Rules prepared by the International Football Association Board ("IFAB") and other game rules prepared by FIFA and UEFA,

To comply with the statutes, instructions and decisions of FIFA and UEFA,

To Recognize the jurisdiction of the judicial boards specified in the FIFA and UEFA Statutes and court of arbitration for sport (CAS) as specified in the relevant articles of FIFA and UEFA Statutes,

To protect the interests of people operating in the field of football,

To ensure the prevention of all illegal methods or practices that may endanger the integrity of the competitions and organizations or cause the abuse of football,

In order to improve football, it makes all kinds of instructions, arrangements and agreements in order to provide all kinds of in-kind and cash aid to amateur football sports clubs and federations and sports federations for the disabled who have a football branch.

It is obliged to be impartial and non-discriminatory, to encourage friendly relations, to take into account the FIFA and UEFA rules and principles of rights and justice when making its decisions.

The provisions regarding the positions and transfers of players are regulated by the TFF Board of Directors in accordance with FIFA's instructions on Player Status and Transfers.

The Board of Directors may also make regulations regarding the registration of individuals(coaches, medical staff, referees, footballer representatives and match organizers, etc.) who play an active role in the field of football.

 The game rules are regulated and changed by the International Football Association Board.The TFF has no authority to regulate or change the game rules.

 Members of TFF are listed in Article 9. These are:

clubs in the professional football league area located in Turkey,

Turkey Amateur Sports Clubs Confederation,

Professional Football Players Association,

Turkey Football Coaches Association,

Turkey Association of Active Football Referees and Observers,

sports federations with football activities for disabled people,

Persons who actively works in the FIFA or UEFA Executive Board,

Persons who have actively served in the committees of FIFA or UEFA for at least 10 years,

persons who made the presidency honorary for Turkey Football Federation ,

Other persons to be accepted for membership by the General Assembly.

In order for the TFF member to be dismissed by the decision of the General Assembly, it must not fulfill its financial obligations to TFF or seriously violate the Statute, instructions, regulations and decisions of FIFA, UEFA or TFF and therefore must be punished.Before the General Assembly voting, the defense of the member whose dismissal process is accepted is taken.

A club that falls from the professional league to the amateur league will not lose its TFF membership.However, this club cannot be represented individually in the General Assembly during its stay in the amateur league and consequently, it loses its rights regarding the General Assembly.Such clubs are being represented in the General Assembly by Confederation of Turkey Amateur Sports Clubs.

The promotion of an amateur club registered to TFF to the professional league automatically grants TFF membership.However, this situation does not eliminate the obligation to submit documents showing that the status meets the conditions in paragraph 2 of article 11.

 The bylaws and instructions of the Clubs or Unions are approved by the TFF Board of Directors.

TFF member clubs and s are independent from outside in making all their decisions.

The most authorized body of TFF is the General Assembly.The Board of Directors and the General Secretary attend the General Assembly meetings without the right to vote.In addition, the Board of Directors can invite guests to the General Assembly meetings, but the guest does not have the right to vote.

The TFF General Assembly consists of delegates.Each delegate has only one vote.

Voting by proxy or by letter is not allowed, meaning that the delegate who is not present at the meeting is not allowed to vote.

Those who cannot be elected as a delegate in the General Assembly are:

Members of the Board of Directors and the General Secretary during their work term,

Those who work in the TFF with paid or contracted status and those who receive attendance fee,

Non-citizens of the Republic of Turkey.

In order to be elected as a delegate, those who work on a paid or contractual basis are required to have left at least 1 year in advance.

The General Assembly convenes with absolute majority.However, if the attendance of the absolute majority cannot be achieved in the first meeting, one third of majority is sought for the second meeting, which must be held in the same place after 24 hours.If the required majority cannot be reached in the second meeting, the third meeting is held seven days later and without any quorum.Decisions are taken by the absolute majority of the attendees.

An annulment action can be filed against all decisions of the General Assembly that is contrary Turkish law and the provisions of this Statute, within thirty days from the date of the decision at the civil court of general jurisdiction where the TFF headquarters is located.These cases are subject to simple trial procedure.

 The General Assembly convenes extraordinarily within thirty days at the latest by the Board of Directors upon the notarized written application of forty percent of the total number of delegates.if the Extraordinary General Assembly is not held by the Board of Directors within this period, the requesting delegates may apply to FIFA.

The Board of Directors, which has to convene at least once a month, consists of 14 members.The Board of Directors may, when deemed necessary, give its authorities to its members within a framework to determine its limits.These people can meet at necessary times, make and implement decisions.

It is mandatory to inform the first Board of Directors about the transactions made and to obtain their approval.

The duties and powers of the Board of Directors are wide.

To appoint the presidents of the Disciplinary Boards, Arbitration Board, Club Licensing Board, Ethics Committee and Dispute Resolution Board, and permanent and alternate members proposed by the President,

Registration of football teams, dividing them into leagues and groups, determining the names of leagues, organizing leagues, determining the status of promotion and reduction to be applied,

To register the results of the competition, to postpone the competitions, to change the day, time and place, to decide on unfinished competitions and eventful and contracted competitions,

To train administrators, trainers, technical staff, referees, football players, health personnel and similar personnel related to football and to take all kinds of measures for the development of these personnel, to ensure social security rights, to determine the procedures and principles regarding their club change and work, to determine the registration, visa, transfer fees to be charged,to apply certain discounts from the specified fees to those who document their membership to the grassroots associations with their references and to determine the principles,

to determine exclusively the share of income derived from the principles of the naming rights of the Turkey football leagues,

However, while determining these principles, it is obligatory to transfer a certain proportion of the naming rights obtained from each league to the clubs in lower leagues.

To decide the applications made by the clubs to establish a football branch, to supervise the related activities and commitments,

To reward football teams, football players, managers and trainers,

To determine the wages and social rights of at most two members of TFF's executive board members, the personnel working in central, provincial and overseas positions, and the attendance fees, compensation, travel and residence expenses and travel expenses of the TFF boards deemed necessary,

Building and make building facilities related to competition, education and health in line with the authorization received from the General Assembly,

Renting, operating, facilities related to TFF activities, providing all kinds of equipment and similar needs of football activities,

To establish TFF domestic and foreign organizations,

To make arrangements in matters within the scope of duty, to implement and to carry out all kinds of football-related activities,

Organizing and scheduling the broadcasting of football competitions through television, radio, internet and all kinds of technical devices and similars, regulating and controlling the commercial and financial rights related to printed works and advertisements,

To appoint the chairman and members of the subsidiary boards proposed by the Chairman,

Approving the establishment of new subsidiary boards proposed by the chairman and appointing their chairman and members,

In matters other than the duties and powers of the Dispute Resolution Board and Disciplinary Boards; To decide the applications of clubs, football players, technical managers and trainers, referees, match officials and other related persons in the field of football,

To prepare the General Assembly meetings,

To prepare the budget,

To approve the decisions of the Central Jury Board that can have legal consequences and can be referred to the Arbitration Board,

 To use the powers given by the General Assembly, to perform the duties assigned by the TFF Law, TFF Statute and related legislation,

To determine the deputy chairmen,

To ensure that national and international rules and all kinds of instructions are applied,

To have anti-doping controls of athletes in the Doping Control Center, which operates in our country, which has an accredited certificate, to implement the decisions of national and international boards regarding football players who are doped,

To authorize a Deputy Chairman together with the Chairman for expenditures exceeding the limit to be determined each year by the Board of Directors,

To work on preventing violence in sports and to coordinate with competent authorities,

To appoint or dismiss the Secretary General upon the President's proposal.

Between two Board of Directors meetings, there is an Executive Board consisting of two people in order to take decisions unanimously on matters requiring urgent decisions.

Executive Board members are chosen from among the members of the Board of Directors.

In accordance with the instructions prepared by the Board of Directors and accepted by the General Assembly, the Supervisory Board consisting of 5 principal and 5 substitute members is elected by the General Assembly for 4 years to audit the financial transactions of the Federation on behalf of the General Assembly.

In addition, TFF has the Central Arbitration Board, the Representatives Board, the Health Board, the Foreign Relations Board, the Fair Play and Social Responsibility Board and other subordinate boards.The term of the subsidiary boards is limited to the term of the Board of Directors.

 The General Secretariat has the duty and authority to fulfill all administrative affairs of the TFF.The Secretary General is appointed by the Board of Directors upon the proposal of the TFF President.

TFF has five separate legal boards consisting of the Dispute Resolution Board, Disciplinary Boards, Club Licensing Board, Ethics Board and Arbitration Board.

 The working procedures and principles of these legal boards, in which the decisions taken are final and binding, are determined by the Club Licensing Instruction, the Football Discipline Instruction, the Arbitration Board Instruction, the Dispute Resolution Board Instruction, the Ethics Committee Instruction and other relevant instructions.

If no objection is made on the Arbitration Board against the decisions made by the legal boards within seven days following the official notification of the decision to the parties and / or the publication of the instructions and regulations, the decision constitutes a final judgment for all parties concerned.Appealing against these decisions to any other judicial authority is strictly prohibited.

 TFF, its members, clubs, referees, footballers, coaches, football players representatives, match organizers, medical staff and other officials cannot apply to any judicial authority other than the legal boards regarding disputes regarding the management and discipline of football.TFF is authorized in national disputes and FIFA is authorized in international disputes.

 All appeals against a final and binding FIFA or UEFA decision are evaluated by the court of arbitration for sport (CAS / TAS) in Lausanne, Switzerland.However, CAS / TAS cannot evaulate about the appeals against violations of the game rules, the suspensions in line with the relevant provisions of the FIFA and UEFA Statuses, or the decisions taken by the Arbitration Board which is formed independently and duly by the TFF.

The agreements that the clubs will make with the broadcasters are subject to the supervision, control and approval of the TFF.Unless the required broadcasting authorization is obtained from TFF, no competition can be broadcast on television, radio, internet or any similars and data carriers.

 The rules and procedures regarding the broadcasting of the competitions, the rights that can be given to broadcasting companies and clubs and the sanctions that can be applied are determined in the Broadcasting instruction to be prepared by the Board of Directors.

 Football clubs and sports clubs with football branches are registered in line with the "Registration Regulations of Football Clubs" established by the TFF Board of Directors.

TFF has the authority to audit the financial statements presented by the clubs.

Clubs that are determined not to have the necessary financial strength to meet their financial obligations are punished with a warning, a fine, a score reduction or a relegation sanction.

 In addition, the club's officials are also given deprivation of rights penalties.

No international competitions or tournaments may be held without the prior consent of FIFA or UEFA.

TFF-affiliated teams and TFF-registered footballers cannot compete with teams or become players belonging to a Federation that is not a member of FIFA or a temporary member of any Confederation, or establish contacts for sports purposes, without the prior written consent of FIFA.

Clubs affiliated to TFF and all other club communities may not be members of another federation or participate in competitions and tournaments held in another federation country without the prior approval of TFF, other relevant federation and FIFA and UEFA, except in exceptional circumstances.
